Oregon Cub Scout volunteer Robert Joseph Ewing was kicked out of the Boy Scouts in 1991 after his sister reported to BSA that he had an interest in underage boys. Ewing had been associated with Cub Scout Pack 777 in Florence, Oregon since 1990 when his sister alerted Boy Scout officials about Ewing’s past sexual abuse of minor boys.
Documents from the Boy Scouts’ Perversion Files relate that Ewing’s sister reported that Ewing had been sexually abused when he was a child and that she had witnessed Robert engaging in oral sex acts with a 6-year-old boy when Robert was 16 years old. The sister reported that, during Thanksgiving 1990, Robert was away from the family home with a 12-year-old boy. His sister told the Boy Scouts that she was sure Robert was abusing young boys and should be out of Scouting.
In an internal memorandum dated February 4, 1991, Paul Ernst, the Director of Registration and Statistical Service, wrote to Scout Executive Jerry Dempsey and informed him that Ewing’s file had been reviewed and that Ewing was placed on the permanently ineligible list for volunteers. Nothing in the Boy Scout’s Ineligible Volunteer (“I.V.”) file indicates that the Boy Scouts contacted law enforcement about Ewing or provided any information about Ewing to the parents of the boys in Pack 777.
